It would appear that the update is specifically turning the passcode setting on where it was previously turned off. If you have an iPad on which you have specifically chosen not to set up a passcode or have turned the passcode feature off (as we do on our iPad so anyone can use it), when apple pushes an update out, the next time you try to open the iPad it goes to the “set up your iPad” screen where it forces you to “create a passcode.” Please note this is not “enter your passcode.” It is specifically requiring you to create a new passcode as if you were setting one for the first time. The issue is exactly as the original post indicated. The iPad doesn’t “clearly have a passcode.” You are making an assumption which doesn’t reflect the issue being described. The detailed response is appreciated but you are incorrect.
